The disappearance of the 43 normalistas from Ayotzinapa caused an internal strife in the National Commission for Human Rights.

Excelsior was able to learn that the resignation was due to Francisco Estrada Correa, executive secretary of the autonomous body, but who in fact acts as president of the CNDH, instructed him to request the resignation of all those who were part of the Special Office for the Iguala Case , to which he refused.
According to sources from the institution, after learning of the resignation, Estrada Correa met with the four deputy visitors who were in the case, whom he ordered to continue with the preparation of the new report on the disappearance and to throw away reports that the Special Office took years to complete, and they have been a guide for researchers and journalists.
CNDH employees assure that these four deputies are not qualified to write the recommendation and have led the authorities to believe that they know the case in detail. In addition, they say, the document is shaping up to accommodate the “true truth” of this administration.

The National Human Rights Commission (CNDH) is dislocating due to the internal conflict over the case of the disappearance of the 43 normalistas from Ayotzinapa, almost six years ago: yesterday the director general of the First Acting Vice Province of the General Visitor of the CNDH, José Martínez Cruz.
According to information from CNDH officials, the reason for the resignation was due to the fact that the Executive Secretary of that autonomous body, Francisco Estrada Correa – who in fact acts as the president of the CNDH – gave him instructions to ask them the resignation of all those who were part of the Special Office for the Iguala Case, and Martínez Cruz did not want to do so.
In the offices of the First Vice Province, the waiver information and they wait for a new personl. “If they have something to conclude, it will be signed tomorrow,” they sent messages to rush any pending procedures. In the same office they assured that Martínez Cruz already has a substitute but they have not informed who he is.
José Martínez Cruz was appointed to the position he resigned from August 31 to December 17 as a result of the resignation of the holders of the six Vice-Provinces of the CNDH, which also caused a schism in the institution.
Inside the CNDH, it is known that Martínez Cruz’s relationship with Estrada Correa had been one of constant disagreements.

Yesterday, when the resignation of Martínez Cruz was known, Estrada Correa met with the four deputy visitors who were in the Iguala Case.
Estrada ordered them to continue with the preparation of the new report on the Iguala case; to throw away everything done by the Special Office, including the reports, Status of the investigation of the Iguala Case; CNDH report on indications of the participation of the municipal police of Huitzuco and of two agents of the Federal Police in the facts of the disappearance of normalistas in the Puente del Chipote de Iguala; CNDH report on the facts and circumstances in which Julio César Mondragón Fontes, a normalista from Ayotzinapa, was deprived of life; Identity of La Rana or El Güereque, alleged participant in the disappearance of the normalistas students of Ayotzinapa and Recommendation 15VG / 2018 for Serious Human Rights Violations in the Iguala Case, which for many researchers and journalists has been a guide to follow their respective jobs.
The preparation of a new report on the disappearance of the 43 normalistas, which occurred on September 26 and 27, 2014, had already been announced by Piedra Ibarra. She did it at the beginning of last July, in different journalistic interviews. One in The Sun of Mexico, where Rosario Piedra said that upon her arrival at the CNDH the investigations of the Iguala Case were resumed; She alluded that there were confidential topics on which she could not elaborate, “but we are going to issue a report or if a recommendation is necessary.”
Another similar statement, although more enlightening, was made by Piedra in an interview for he Public Broadcasting System of the Mexican State. There, the head of the CNDH said that there was a special team working and that “a report or recommendation is being issued that the Prosecutor’s Office is requesting.”
This report or recommendation that is prepared within the CNDH is already known as the anti-recommendation.
The preparation of this new report, as Estrada Correa has ordered, will be a highly complex task; the investigation carried out for years by the Special Office of the CNDH was very extensive; The material in the files is voluminous and that was one of the reasons why Martínez Cruz did not want to dismiss the personnel, who would be essential to write a new report, since there are no personnel who know the Case Just like them.
Now these four Deputy Visitors in charge of the new recommendation, actually, they say who worked on the Iguala case, are bureaucrats of the autonomous body known as CNDHacheros, who have been in the institution for many years and their only merit in the case is that some of them traveled on September 27, 2014 to the place where the events of the night in Iguala were recorded.
In the past, the deputy inspectors who will prepare the new Iguala case report were simply maquiladoras: they were charged with looking for a document or diligence in the voluminous file; go out to take offices to offices, notify, nothing of capital importance for the finished works that the CNDH presented on different dates. They do not know the essence of the recommendation.
The four visitors who are writing the report or recommendation announced by Piedra Ibarra, according to CNDH employees, have deceived federal government officials, making them believe they know the case; that one of them even wrote the 2018 recommendation, of more than two thousand pages.
The axis on which they develop the text, as it was known, deals with the thesis that the CNDH recommendation endorses the historical truth of the government of President Enrique Peña and that it has been the center of criticism.
In the drafting of this text, as outlined, they are looking at the recommendation of the CNDH what serves and fits the “true truth”; That could be many elements, except for that related to the Cocula garbage dump, which involves the proposed genetic analysis of 114 skeletal remains located there, and they still have not found a way to remove them from the scene of this issue. And there is also the issue of the motive for the events, which implies, in any case, the involvement of the student leaders of the Ayotzinapa normal with the Los Rojos cartel.
Although, they say within the CNDH, that both Piedra Ibarra and Estrada Correa are determined not to leave a trace one of the Special Office and thus be able to adapt and adjust the institutional position in the Same Case, according to the requirement of the “true truth” requested by the Office of the Attorney General of the Republic, and which is being built from finding responsibility to the Army in the events of the night of September 26 and the early morning of the following day of 2014.
