President requests Senate consultation
He asks to question the public about whether five former chiefs of the Executive should be investigated for corruption and deviations, among other alleged crimes.
The President of the Republic, Andrés Manuel López Obrador, and nearly two million citizens throughout the country formally requested the Senate to open the process to convene a popular consultation, in order to prosecute former presidents Carlos Salinas de Gortari, Ernesto Zedillo , Vicente Fox, Felipe Calderón and Enrique Peña Nieto.
“Do you agree or disagree with the competent authorities, in compliance with applicable laws and procedures, investigating, and where appropriate punishing, the alleged commission of crimes by former presidents Carlos Salinas de Gortari, Ernesto Zedillo Ponce de León , Vicente Fox Quesada, Felipe Calderón Hinojosa and Enrique Peña Nieto before, during and after their respective administrations? ”, Says the question posed by the federal president.
“If the people give their approval, the institutions responsible for venting the potential accusations will have enormous support to carry out this task with absolute freedom. If the people of Mexico reject the proposal, no one will be able to accuse those institutions of covering up or concealing illegal behavior ”, the President considered in his request.
In the explanatory memorandum, he explains that “between December 1, 1988 and November 30, 2018, Mexico experienced a period characterized by the excessive concentration of wealth, monumental losses to the treasury, privatization of public goods, generalized corruption , flawed electoral processes and governmental practices that led to an uncontrolled growth of violence, public insecurity, massive violation of human rights, impunity as a norm and the violation of the rule of law in vast areas of the national territory.
“This tragic stage in the life of the country is called the neoliberal or neo-Porfirian period,” says the 12-page text at the beginning, which is available to the public on the Senate website, from moments after being delivered.
It specifies that Carlos Salinas de Gortari should be judged for having privatized national companies and for promoting the growth of rich families, thus exacerbating the social difference. To Ernesto Zedillo for the Fobaproa; Vicente Fox for meddling in the 2006 electoral process; Felipe Calderón for the war against drug trafficking and Peña Nieto for the accusations by Emilio Lozoya of using money from the Odebrecht company in his presidential campaign.
It assures that this consultation does not violate the Constitution, which prohibits consultations on human rights, because “it has the central purpose of bringing a matter of general interest and national significance to a clear legal channel and, where appropriate, making possible trials in accordance with the law. and respectful of due process ”.
Shortly before 11:00 hours yesterday, the legal adviser of the Presidency of the Republic, Julio Scherer, arrived at the Senate Political Coordination Board, chaired by Ricardo Monreal, to deliver the formal request of the President of the Republic.
In a formal ceremony, Scherer delivered the document to Ricardo Monreal and the latter gave the petition to Eduardo Ramírez Aguilar, president of the Senate, who informed the plenary of the receipt of the document and immediately sent it to the Supreme Court of Justice of the nation.
Ricardo Monreal reported that the decision was to use a double channel to request a popular consultation against the former federal presidents: the 2% of citizens registered on the National Electors List and the President’s channel.
The two million citizen signatures to request citizen exercise were delivered by Yeidckol Polevnsky, Morena’s secretary general.
